November 23, 2018 – Khorog, Tajikistan - In November 2018, members of the Early Childhood Development (ECD) Monitoring, Evaluation, and Learning Team, convened by AKES, assembled under the leadership of Dr. Penny Holding, a consultant with several decades of experience in developmental psychology, child assessment and systems design, and impact evaluation.
The team included representation from the Gorno Badakhshan Autonomous Oblast (GBAO) regional government, Aga Khan Education Services (AKES), the Branch of Republican Institute for Professional Development of Educators (IPD), and Aga Khan Health Services (AKHS).
“I am convinced that this manual will serve as a good guide for children’s ECD,” said Vafobek Temurbekov, a Main Specialist for the Regional Education Department in GBAO, adding that, “It is the right time to involve ECD teachers that identify as men in the centres.”
The aim of the weeklong seminar was to begin the process of systematically monitoring children’s learning through the development of contextualized assessment process that can support private ECD facilities, government kindergartens, and community-based ECD centres across Tajikistan. The tools will be piloted and then implemented across 25 programmes in the Khatlon and GBAO provinces. AKES’ ECD Resource Centre, based in Khorog, GBAO, will coordinate these efforts. The tools are critical in the healthy development and growth of the ECD sector in Tajikistan as they create a well-researched, child-centered system of measuring and quantifying programme efficacy and driving individual student progress. The systemic monitoring of progress in child learning outcomes and programme delivery will be innovative in its accessibility to teachers and ECD leaders across the country.
The results from these assessment tools will be able to inform Tajikistan’s national strategy for continuing to develop quality ECD programming and will create a more concerted and synergetic platform through which NGOs, such as AKES and UNICEF, can support the Tajik government’s vision for healthy and positive ECD practices.
“These tools assess all domains of early childhood development,” said Lojvar Tufalonova, the Head of AKES’ ECD Resource Centre in Tajikistan. “We hope that these systems of evaluation will enable us to share knowledge so that we can improve children’s lives across Tajikistan.”
